Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Transportation and Homeland Security was held on Thursday, November 9, 2006, in the Capitol Extension, Room E1.036, at Austin, Texas.

A joint hearing of the Senate Business and Commerce Committee and the Senate Transportation and Homeland Security was held.  Chairmen Fraser and Chairman Carona shared presiding duties. 
          
Senator Fraser called the Business and Commerce Committee to order at 9:46 a.m.  Having previously been recessed subject to the call of the chair, Senator Carona called the Transportation and Homeland Security Committee to order at 9:46 a.m. 
          
The following business was transacted: 
 
The roll was called for the Committees.
          
The Committees heard invited and public testimony on the joint interim charge.  Witnesses testifying and registering on the interim charge are shown on the attached list. 
          
There being no further business, at 11:56 a.m. Senator Fraser moved that the Senate Committee on Business and Commerce stand recessed until 1:00 p.m. Senator Carona moved that the Senate Committee on Transportation and Homeland Security stand recessed subject to the call of the chair.  Without objection, it was so ordered.
