Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Monday, March 5, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:05 a.m.  The following business was transacted: 

 

Senator Zaffirini assumed the chair.

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Williams to lay out the workgroup recommendations for Article IV.

 

The roll was called, and a quorum was established.

 

Senator Williams continued to lay out the workgroup recommendations for Article IV.

 

Senator Williams moved to adopt the workgroup recommendations for Article IV, with the exception of pending items.  There was a roll call vote.  The motion carried with a record vote of 13 ayes, 0 nays, 0 present not voting, and 2 absent.  Senator Fraser, Senator Lucio, Senator Nelson, and Senator Whitmire requested unanimous consent to be shown voting aye on the workgroup recommendations for Article IV; without objection, it was so ordered.

 

The chair recognized Senator Averitt to lay out the workgroup recommendations for Article VIII.

 

At 10:36 a.m. Senator Zaffirini moved that the Committee stand at ease for 5 minutes; without objection, it was so ordered.

 

Senator Zaffirini reconvened the Committee at 10:41 a.m.

 

Senator Averitt moved to adopt the workgroup recommendations for Article VIII, with the exception of pending items.  There was a roll call vote.  The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 5 absent. 

 

Senator Ogden resumed the chair. 

 

Senator Ogden moved that SB 1 be left pending; without objection, it was so ordered. 

 

There being no further business, at 10:48 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 6, 2007.  Without objection, it was so ordered.
