Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Monday, March 19, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair, Senator Zaffirini, called the meeting to order at 9:01 a.m.  The following business was transacted:

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list.   

 

The chair recognized Senator Averitt to lay out the remaining workgroup recommendations for Article VIII, including recommendations for Article XI, and new riders for Article VIII and Article XI.

 

The roll was called, and a quorum was established.

 

Senator Averitt continued to lay out the remaining workgroup recommendations for Article VIII, including recommendations for Article XI, and new riders for Article VIII and Article XI.

 

Senator Averitt moved to adopt the remaining workgroup recommendations for Article VIII, including recommendations for Article XI, and recommended riders for Article VIII and Article XI, with the exception of pending items.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Janek requested unanimous consent to be shown voting aye on the workgroup recommendations for Article VIII; without objection, it was so ordered.

 

The chair recognized Senator Averitt to lay out the remaining workgroup recommendations for Article VI, including recommendations for Article XI, and new riders for Article VI and Article XI.

 

Senator Hinojosa moved to pend the rider on page 21 of the Article VI rider packet, regarding the Water Development Board.  Without objection, it was so ordered.

 

Senator Zaffirini moved to pend the rider on page 23 of the Article VI rider packet, regarding the Water Development Board.  Without objection, it was so ordered.

 

Senator Averitt moved to adopt the amended remaining workgroup recommendations for Article VI, including recommendations for Article XI, and recommended riders for Article VI and Article XI, with the exception of pending items.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Janek, Senator Lucio, and Senator Williams requested unanimous consent to be shown voting aye on the workgroup recommendations for Article VI; without objection, it was so ordered.

 

The chair recognized Senator Whitmire to lay out the remaining workgroup recommendations for Article IV, including recommendations for Article XI, and new riders for Article XI.

 

Senator Whitmire moved to adopt the remaining workgroup recommendations for Article IV, including recommendations for Article XI, and recommended riders for Article XI, with the exception of pending items.  The motion carried with a record vote of 14 ayes, 0 nay, 0 present not voting, and 1 absent.  Senator Deuell, Senator Janek and Senator Lucio requested unanimous consent to be shown voting aye on the workgroup recommendations for Article IV; without objection, it was so ordered.

 

The chair recognized the State Auditor's Office to present an Audit Report on the Parks and Wildlife Department, and the Parks and Wildlife Department to provide resource testimony.  Witnesses testifying and registering are shown on the attached list. 

 

Senator Zaffirini moved that SB 1 be left pending; without objection, it was so ordered. 

 

Senator Ogden assumed the chair. 

 

There being no further business, at 10:53 a.m. Senator Ogden moved that the Committee stand recessed until 9:00 a.m., March 20, 2007.  Without objection, it was so ordered.
