Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Friday, March 30, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 2:06 p.m.  The following business was transacted:

 

The roll was called, and a quorum was established.

 

Senator Zaffirini assumed the chair.   

 

The chair laid out as pending business, SB 1.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair recognized Senator Ogden to explain a rider regarding Savings to SB 1 and Additional Appropriations.

 

Senator Ogden moved to adopt the rider regarding Savings to SB 1 and Additional Appropriations.  The motion carried with a record vote of 15 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

The chair recognized Senator Williams to explain a rider regarding Border Security.

 

Senator Ogden moved to amend the rider regarding Border Security by changing "State Highway Fund 6"  to "General Revenue" in reference to FTEs for the Parks and Wildlife Department, and Contingency for Surge Operation Overtime for Local Law Enforcement.  Without objection, it was so ordered.

 

Senator Williams moved to adopt the amended rider regarding Border Security.  The motion carried with a record vote of 15 ayes, 0 nay, 0 present not voting, and 0 absent.  Senator Janek requested unanimous consent to be shown voting aye; without objection, it was so ordered.

 

The chair recognized Senator Duncan to explain a rider regarding Article IX, Section 3.05.
