Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Finance was held on Tuesday, April 10, 2007, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 10:02 a.m.  The following business was transacted: 

 

The roll was called, and a quorum was established.

 

Senator Zaffirini assumed the chair. 

 

The chair laid out HB 1 and recognized the Senate sponsor, Senator Ogden, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list. 

 

Senator Ogden sent up a committee substitute.

 

Senator Ogden laid out an amendment to the committee substitute regarding Article IX, Frew v. Hawkins Settlement.  Senator Ogden moved to adopt the amendment regarding Article IX, Frew v. Hawkins Settlement.  The motion carried with a record vote of 15 ayes, 0 nay, 0 present not voting, and 0 absent.

 

Senator Ogden requested unanimous consent to incorporate the amendment into the committee substitute; without objection, it was so ordered.  Senator Ogden then moved that the new committee substitute be adopted; without objection, it was so ordered.  Senator Ogden moved that HB 1 do not pass but that CSHB 1 be reported back to the Senate with the recommendation that it do pass and not be printed.  The motion carried with a record vote of 15 ayes, 0 nay, 0 present not voting, and 0 absent. 

 

Senator Ogden resumed the chair. 

 

Senator Ogden thanked the Committee Members for all of their hard work during the budget process.

 

There being no further business, at 10:46 a.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
