Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Joint Committee on Oversight of Medicaid Reform was held on Wednesday, February 20, 2008, in the Senate Chamber at Austin, Texas.

The chair called the meeting to order at 9:08 a.m.  There being a quorum present, the following business was transacted: 

 

Senator Zaffirini moved adoption of the minutes from the previous hearing held on December 6, 2007; without objection, it was so ordered. 

 

The chair called representatives of the Texas Health and Human Services Commission to provide invited testimony on waiver financing (see attached list).

 

The chair called representatives of the Texas Department of Insurance to provide invited testimony on the Texas insurance market (see attached list).

 

At 12:40 p.m. Senator Zaffirini assumed the chair. 

 

At 12:45 p.m. Senator Nelson resumed the chair.  

 

At 1:03 p.m. Senator Nelson moved that the committee stand recessed without objection, it was so ordered. 

 

At 1:08 p.m. the committee reconvened. 

 

The chair called representatives of the Texas Health and Human Services Commission to provide invited testimony on benefit designs (see attached list).

 

At 1:26 p.m. Senator Zaffirini assumed the chair. 

 

At 1:35 p.m. Senator Nelson resumed the chair. 

 

The chair called invited witnesses to discuss health plans (see attached list).

 

The chair called invited witnesses to discuss hospital-based plans (see attached list)

 

The chair called invited witnesses to discuss 3-share and other community-developed plans (see attached list).

 

Witnesses testifying and registering on the bill are shown on the attached list. 

 

The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

There being no further business, at 4:17 p.m. Senator Zaffirini moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
