Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Wednesday, May 20, 2009, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:04 a.m. and the following business was transacted: 

 

At 9:04 a.m. Senator Seliger assumed the chair. 

 

The chair laid out HB 1850 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill. 

 

The chair laid out HB 4067 and recognized the Senate sponsor, Senator Lucio, Jr., to explain the bill. 

 

Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. 

 

The chair laid out HB 4781 and recognized the Senate sponsor, Senator Uresti, to explain the bill.

Upon the arrival of Senator Estes and Senator Davis, a quorum was established, and the following business was transacted:

 

Senator Lucio, Jr. moved that HB 1850 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent. 

 

Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Estes moved that HB 4067 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent. 

 

Senator Estes moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Lucio, Jr. moved that HB 4781 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent. 

 

Senator Davis moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

Senator Davis moved adoption of the minutes from the previous hearing held on May 13, 2009; without objection, it was so ordered. 

 

At 9:39 a.m. Senator Seliger moved that the committee stand recessed until after adjournment of the Senate; without objection, it was so ordered. 

 

The posting rule, Senate Rule 11.18, was suspended to hear the following bill(s):  HB 1326 by Ybarra sponsored by Lucio and HB 1972 by Hamilton sponsored by Williams.

 

At 3:23 p.m. the committee reconvened.

Senator Davis moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. 

 

The chair laid out HB 1972 and recognized Senator Lucio, Jr., in the absence of the Senate sponsor, to explain the bill. 

 

Senator Davis moved that HB 1972 be reported favorably to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. 

 

Senator Davis moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
