Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Friday, April 24, 2009, at Senator Duncan's Desk.

The chair called the meeting to order at 2:00 p.m.  There being a quorum present, the following business was transacted: 

 

The chair laid out as a matter of pending business SB 485.  Senator Deuell previously sent up a committee substitute.  Senator Duncan moved adoption of the committee substitute; without objection, it was so ordered.  Senator Deuell moved that SB 485 do not pass but that CSSB 485 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 1 nay, 0 present not voting, and 3 absent. 

 

The chair laid out as a matter of pending business SB 1257.  Senator Deuell previously sent up a committee substitute.  Senator Duncan moved adoption of the committee substitute; without objection, it was so ordered.  Senator Deuell moved that SB 1257 do not pass but that CSSB 1257 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business SB 815.  Senator Lucio, Jr. sent up a new committee substitute; the chair recognized Senator Watson to explain the difference between the new committee substitute and the senate bill as filed.  Senator Duncan moved adoption of the committee substitute; without objection, it was so ordered.  Senator Lucio, Jr. moved that SB 815 do not pass but that CSSB 815 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 2 absent.  Senator Lucio, Jr. moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 392.  A committee substitute was previously adopted.  Senator Lucio, Jr. moved that SB 392 do not pass but that CSSB 392 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 5 ayes, 1 nay, 0 present not voting, and 3 absent. 

 

There being no further business, at 2:10 p.m. Senator Duncan moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
