Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Subcommittee on Public Education Funding was held on Tuesday, March 22, 2011, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 6:07 PM. There being a quorum present, the following business was transacted:

 

Senator Shapiro made opening remarks to the committee.

 

At 6:22 PM Senator West moved that 500 million dollars be put into article 11.  Senator Patrick seconded the motion; without objection it was so ordered.

 

At 6:48 PM Senator Duncan moved that under item 3, 125 million dollars be adopted for District Awards for Teacher Excellence, and the dropout prevention program be adopted at 50 million dollars.  Senator West seconded the motion; without objection, it was so ordered.

 

At 6:56 PM Senator Lucio, Jr. moved that 150 milllion dollars be included in Article 11 for the Texas Early Start program.  Senator West seconded the motion; without objection, it was so ordered.

 

At 7:00 PM Senator West moved that 6.5 million dollars be adopted in item 7.

 

At  7:24 PM Senator West moved that a contingency rider be implemented and

be put in article 11 to allocate up to 5 million dollars upon passage of SB 127. Senator Duncan seconded the motion; without objection, it was so ordered.

 

At 7:25 Senator West motioned that 194 million dollars be adopted in item number 5. Senator Duncan seconded the motion; without objection, it was so ordered.

 

At 7: 26 PM Senator Seliger moved that item 8 under the workgroup rider and program revisions

and additions be adopted. Senator Duncan seconded the motion; without objection, it was so

ordered.

 

At 7:29 PM Senator Shapiro moved adoption of the Windham School District rider; without objection, it was so ordered. 

 

At 7:34 PM Senator West moved adoption of the Education Service Center rider.  Senator Duncan seconded the motion; without objection, it was so

ordered. 

 

At 7:56 PM Senator West moved adoption of adding Math Academies to the Student Success Initiative rider.  Senator Duncan seconded the motion;  without objection, it was so ordered. 

 

There being no further business, at 7:57 PM Senator Shapiro moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
