Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Thursday, April 4, 2013, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:04 AM. The following business was transacted:

 

The chair laid out SB 1808 and recognized the author, Senator Schwertner, to explain the bill.

 

The chair laid out SJR 61 and recognized the author, Senator Schwertner, to explain the bill.

 

Senator Nelson sent up a committee substitute for SB 1808; the chair recognized Senator Schwertner to explain the difference between the committee substitute and the senate bill as filed.

Senator Williams moved to suspend Rule 9 of the Senate Finance Rules so that the Committee could take up subcommittee reports before the 24 hour layout. The motion carried with a record vote of 12 ayes, 0 nays, 0 present not voting, and 3 absent.

Senator Eltife moved that SB 446 be reported favorably to the Senate with the recommendation that it do pass and be printed. Senator Williams moved adoption of the committee substitute for SB 1655; without objection, it was so ordered. Senator Williams moved that SB 1655 do not pass but that CSSB 1655 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 3 nays, 0 present not voting, and 2 absent.

 

Senator Williams moved adoption of the committee substitute for SJR 55; without objection, it was so ordered. Senator Williams moved that SJR 55 do not pass but that CSSJR 55 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 3 nays, 0 present not voting, and 2 absent.

 

Senator Williams resumed the chair.

 

Senator Whitmire submitted a motion in writing and asked to be shown voting aye on the following bills: SB 446, SB485, SB 489, SB 546, SB 657, SB 1076, ,SB1224, SB 1255, SB  1256 and SJR 32.  Senator Whitmire asked to be shown voting no on the following bills: SB 1655 and SJR 55.  

 

Senator Zaffirini submitted a motion in writing and asked to be shown voting aye on the following bills: SB 446, SB485, SB 489, SB 546, SB 657, SB 1076, ,SB1224, SB 1255, SB  1256 and SJR 32. 

 

There being no further business, at 10:59 AM Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
