Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Nominations was held on Monday, March 4, 2013, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 11:00 AM. There being a quorum present, the following business was transacted:

 

The following member arrived after the roll was called: Senator Troy Fraser.

 

Senator Campbell moved adoption of the minutes from the previous hearing held on February 25, 2013; without objection, it was so ordered.

 

Senator Watson was recognized to introduce Dr. Kyle Janek, nominated as the Executive Commissioner of the Health and Human Services Commission, to the committee.

 

Senator Huffman was recognized to introduce Vernon Reaser, nominated to the Texas State University System Board of Regents, to the committee.

 

Senator Campbell and Senator Nelson both made comments supporting the nomination of Dr. Janek as the Executive Commissioner of the Health and Human Services Commission.

 

Executive Commissioner Janek made an opening statement and answered questions from the members of the committee.

 

Dr. Janek’s nomination was left pending before the committee.

 

Senator Watson was recognized to introduce Douglas C. Wilson, nominated as the Inspector General for the Health and Human Services Commission, to the committee.

 

Mr. Wilson made an opening statement and answered questions from the members of the committee.

 

Mr. Wilson’s nomination was left pending before the committee.

 

Senator Campbell was recognized to introduce Charles E. Amato, nominated to the Texas State University System Board of Regents, to the committee.

 

Mr. Amato and Mr. Reaser made opening statements and answered questions from the members of the committee.

 

The nominees to the Texas State University System Board of Regents were left pending before the committee.

 

Senator Watson was recognized to make supporting comments on behalf of his constituent, Ms. Cheryle Pingel, nominated to the Council on Cardiovascular Disease and Stroke, who was not appearing before the committee.

 

Senator Fraser moved that committee vote to approve the nominations of the individuals to the following entities: 36th Judicial District Court, Aransas, Bee, Live Oak, McMullen, and San Patricio Counties, Central Colorado River Authority, Council on Cardiovascular Disease and Stroke, Council on Sex Offender Treatment, Executive Commissioner of the Health and Human Services Commission, Office of Inspector General, Health and Human Services Commission, State Board for Educator Certification, State Board of Examiners for Speech-Language Pathology and Audiology, State Committee of Examiners in the Fitting and Dispensing of Hearing Instruments, State Health Services Council, Sulphur River Basin Authority Board of Directors, Texas Board of Professional Land Surveying, Texas State Board of Acupuncture Examiners, and Texas State University System Board of Regents.

 

The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 1 absent.

 

At 12:05 PM Senator Hegar moved that the committee stand recessed subject to the call of the chair; without objection, it was so ordered.
