Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Friday, June 14, 2013, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 1:50 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business SB 5 and recognized the author, Senator Hegar, to explain the bill.

 

Senator Taylor sent up a committee substitute; the chair recognized Senator Hegar to explain the difference between the committee substitute and the senate bill as filed. Senator Nelson moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Taylor moved that SB 5 do not pass but that CSSB 5 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 2 absent.

 

 

The chair laid out as a matter of pending business SB 13 and recognized the author, Senator Hegar, to explain the bill.

 

Senator Taylor sent up a committee substitute; the chair recognized Senator Hegar to explain the difference between the committee substitute and the senate bill as filed. Senator Zaffirini moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Zaffirini moved that SB 5 do not pass but that CSSB 5 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business SB 18 and recognized the author, Senator Patrick, to explain the bill.

 

Senator Nichols sent up a committee substitute; the chair recognized Senator Patrick to explain the difference between the committee substitute and the senate bill as filed. Senator Nelson moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Nichols moved that SB 5 do not pass but that CSSB 5 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 2 absent.

 

The chair laid out as a matter of pending business SB 24 and recognized Senator Schwertner, in the absence of the author, to explain the bill.

 

Senator Schwertner moved that SB 24 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 2 absent.

 

There being no further business, at 2:02 PM Senator Nelson moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
