Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, April 24, 2017, in the E1. 714.

Senator Konni Burton, the acting chair, called the meeting to order at 8:06 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SCR 5 and recognized the author, Senator Hall, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

Senator Zaffirini sent up Committee Amendment 1 and moved adoption.

 

The following members arrived after the roll was called: Senator Kolkhorst

 

The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 8:17 AM Senator Kolkhorst assumed the chair.

 

Senator Zaffirini requested unanimous consent to incorporate the amendments into a committee substitute; without objection, it was so ordered.

 

Senator Zaffirini moved that SCR 5 do not pass but that CSSCR 5 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 26, 2017 at 8:00 AM.

 

Senator Burton moved that the list of bills be recommended for placement on the Local and Uncontested Calendar to be held on April 26, 2017 at 8:00 AM or upon recess. Without objection, it was so ordered.

 

There being no further business, at 8:33 AM Senator Burton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
