Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, January 23, 2017, in the Capitol Extension, Room E1.036, at Austin, Texas.

The Chair called the meeting to order at 11:01 AM. There being a quorum present, the following business was transacted:

 

Senator Nelson made opening remarks.

 

Senator Nelson and Members of the Committee introduced staff.

 

Senator Hinojosa moved adoption of the committee rules.  There being no objection, it was so ordered.

 

Senator Nelson announced the following workgroups: 

 

School Finance:

Senator West

 

Healthcare Cost:

Senator Schwertner, Chair

Witnesses testifying and registering are shown on the attached list.

 

Invited testimony was heard from the following:

 

Comptroller Hegar, Office of the Comptroller of Public Accounts, gave a layout of the Biennial Revenue Estimate; and

 

Ursula Parks, Legislative Budget Board, gave an overview of Legislative Budget Estimates. 

 

There being no further business, at 12:27 PM Senator Nelson moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
