Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, April 24, 2017, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 10:04 AM. The following business was transacted:

 

The chair laid out SB 2124 and recognized the author, Senator Perry, to explain the bill.

 

Senator Hinojosa sent up a committee substitute.  The chair recognized Senator Perry to explain the difference between the committee substitute and the senate bill as filed.  Senator Nelson moved adoption of the committee substitute; without objection, it was so ordered.

Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Schwertner moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Nelson moved to reconsider the vote by which the committee substitute for SB 2124 was adopted.

 

Senator Hancock sent up Committee Amendment 1 and Senator Nelson moved adoption; without objection, the amendment was adopted.

 

 Senator Hancock requested unanimous consent to incorporate Amendment 1 into the committee substitute; without objection, it was so ordered. Senator Hancock then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Hancock moved that SB 2124 do not pass but that CSSB 2124 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 2 nays, 0 present not voting, and 2 absent.

 

Senator Nelson moved to reconsider the vote by which the committee substitute for SB 1360 was adopted at a previous hearing.  Senator Watson moved to withdraw the committee substitute.  Senator Watson sent up a new committee substitute.  The chair recognized Senator Watson to explain the difference between the committee substitute and the senate bill as filed.

 

The bill was left pending.

 

Senator Nelson moved to reconsider the vote by which the committee substitute for 1713 was adopted at a previous hearing.  Senator Uresti moved to withdraw the committee substitute.  Senator Uresti sent up a new committee substitute.  The chair recognized Senator Uresti to explain the difference between the committee substitute and the senate bill as filed. Senator Uresti moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Uresti moved that SB 1713 do not pass but that CSSB 1713 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 1 nay, 0 present not voting, and 2 absent.

 

Senator Huffman submitted a motion in writing asking to be shown voting aye on the following bills: SB 764, SB 1030, SJR 42, SB 1047, SB 1095, SB 1426, SB 1831, SB 1848, SB 1906, SB 1979, SB 2124 and SB 1713. 

 

There being no further business, at 12:49 PM Senator Nelson moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
