Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Thursday, February 2, 2017, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 1:00 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called:

Senator Schwertner made opening remarks.

 

Senator Schwertner moved adoption of the committee rules. There being no objection, it was so ordered.

Senator Schwertner called invited testimony to give an update on the Department of Family and Protective Services 2016-2017 Critical Needs Funding and Transformation Efforts. See attached witness list.

 

At 2:06 PM Senator Uresti assumed the chair.

 

The chair laid out SB 11 and recognized the author, Senator Schwertner, to explain the bill.

 

Senator Perry sent up a committee substitute.  The chair recognized Senator Schwertner to explain the difference between the committee substitute and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

At 4:01 PM Senator Taylor assumed the chair.

 

At 4:05 PM Senator Uresti resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

The chair moved that the committee substitute be withdrawn; without objection, it was so ordered.

 

At 6:37 PM Senator Schwertner resumed the chair.

 

Senator Schwertner moved that SB 11 be left pending; without objection, it was so ordered.

 

There being no further business, at 6:38 PM Senator Schwertner moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
