Pursuant to a notice posted on April 21, 2023, the House Committee on Elections met in a formal meeting and was called to order by the chair, Representative Smith, at 7:09 p.m.

 

The initial quorum call was answered as follows: Representatives Smith; Bucy; Burrows; Capriglione; DeAyala; Manuel; Morales, Eddie; Swanson; and Vo.

 

A quorum was present.

 


 

 

The chair directed that the April 4, 2023 minutes for the House Committee on Elections be corrected. The corrected minutes were authorized without objection.

 

 

HB 4636

 

The chair laid out HB 4636 as pending business.

 

Representative Capriglione offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

The chair moved that HB 4636, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
