Pursuant to a notice posted on March 20, 2025, and permission granted on March 20, 2025, to meet while the House was in session, the House Committee on Appropriations - S/C on Articles VI, VII, & VIII met in a formal meeting and was called to order by the chair, Representative Walle, at 5:10 p.m.

The initial quorum call was answered as follows: Representatives Walle; Lujan; Barry; Collier; Garcia Hernandez, Cassandra; and Harrison.

A quorum was present.

The chair laid out the Subcommittee Report on Articles VI, VII, and VIII, moved to adopt the Subcommittee Report, and directed the clerk to call the roll.

In violation of Rule 5, Section 48, Representative Harrison interrupted the roll call on the motion to adopt the Subcommittee Report and raised a point of order against further consideration of the Subcommittee Report under Rule 4, Section 19A(a), of the House Rules.

The chair stated that Representative Harrison’s point of order was out of order. 

Representative Harrison repeatedly requested a ruling on his point of order and, without being recognized or seconded, moved to challenge the ruling of the chair.

The chair repeatedly stated that Mr. Harrison’s point of order was out of order, restated the motion to adopt the Subcommittee Report, and directed the clerk to resume the roll call.

Mr. Harrison objected to resuming the roll call on the pending motion to adopt the Subcommittee Report.

The chair again directed the clerk to resume the roll call on the pending motion to adopt the Subcommittee Report.

The motion to adopt the Subcommittee Report on Articles VI, VII, and VIII prevailed by the following record vote:

Ayes:                           Representatives Walle; Lujan; Barry; Collier; Garcia Hernandez, Cassandra (5).

Nays:                           Representative Harrison (1).

Present, Not Voting:   None (0).

Absent:                        Representative Villalobos (1).

At 5:22 p.m., on the motion of the chair, the meeting was adjourned subject to the call of the chair (Representative Harrison objecting).
