Pursuant to a notice posted on February 27, 2025, revised on March 3, 2025, and permission granted on March 5, 2025, to meet while the House was in session, the House Committee on State Affairs met in a public hearing and was called to order by the chair, Representative King, at 8:01 a.m.

The initial quorum call was answered as follows: Representatives King; Hernandez; Anchía; Darby; Davis, Yvonne; Geren; Guillen; McQueeney; Phelan; Raymond; Smithee; Thompson; and Turner.

A quorum was present.

The committee met to hear invited testimony from the following agencies under the committee’s

jurisdiction:

Texas Facilities Commission

Public Utility Commission of Texas

ERCOT

Office of Public Utility Counsel
