Pursuant to an announcement from the house floor on August 26, 2025, and permission granted on August 26, 2025, to meet while the House was in session, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative King, at 10:32 a.m.

The initial quorum call was answered as follows: Representatives King; Hernandez; Anchía; Darby; Davis, Yvonne; Guillen; Hull; McQueeney; Metcalf; Raymond; Smithee; Thompson; and Turner.

A quorum was present.

The chair laid out SB 12.

The chair moved that SB 12, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Ayes:                           Representatives King; Darby; Guillen; Hull; McQueeney; Metcalf; Raymond; Smithee (8).

Nays:                           Representatives Hernandez; Anchía; Davis, Yvonne; Thompson; Turner (5).

Present, Not Voting:   None (0).

Absent:                        Representatives Geren; Phelan (2).

At 10:33 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
