Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Tuesday, April 8, 2025, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 1:18 PM. There being a quorum present, the following business was transacted:

The chair laid out SB 2232 and recognized the author, Senator Hinojosa, Adam, to explain the bill.

Witnesses registering on the bill shown on the attached list.

Senator Hinojosa moved that SB 2232 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Hinojosa moved that the bill be recommended and certified for placement on the April 10, 2025 Local & Uncontested Calendar; without objection, it was so ordered.

At 1:21 PM Senator Hinojosa assumed the chair.

The chair laid out SCR 1 and recognized the author, Senator Hall, to explain the bill.

Witnesses testifying and registering on the bill are shown on the attached list.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Hall moved that SCR 1 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Hall moved that the bill be recommended and certified for placement on the April 10, 2025 Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out SCR 6 and recognized the author, Senator Hall, to explain the bill.

Senator Hall sent up a committee substitute.  The chair recognized Senator Hall to explain the difference between the committee substitute and the senate bill as filed.  Senator Hall moved the adoption of the committee substitute; without objection, it was so ordered.

Senator Hall moved that SCR 6 do not pass but that CSSCR 6 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Hall moved that the bill be recommended and certified for placement on the April 10, 2025 Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out SCR 32 and recognized the author, Senator Hall, to explain the bill.

At 1:31 PM Senator Hall resumed the chair.

The chair laid out SCR 15 and recognized the author, Senator Kolkhorst, to explain the bill.

The chair laid out SCR 27 and recognized the author, Senator Eckhardt, to explain the bill.

No witnesses registered or testified on the bill.

Senator Eckhardt moved that SCR 27 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Middleton submitted a motion in writing requesting to be shown voting aye on SCR 27.

Senator Eckhardt moved that the bill be recommended and certified for placement on the April 10, 2025 Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out the recommended list of bills for placement of the Local and Uncontested Calendar to be held on April 10, 2025.

Senator Hinojosa moved that the list of bills recommended for placement on the Local & Uncontested Calendar to be held on April 10, 2025 be certified. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

There being no further business, at 1:46 PM Senator Hall moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
