Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Economic Development was held on Tuesday, April 15, 2025, in the Press Room at Austin, Texas.

The chair called the meeting to order at 4:23 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business SB 1143.

 

Senator Sparks sent up a committee substitute.  Senator Sparks moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Sparks moved that SB 1143 do not pass but that CSSB 1143 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Sparks moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1534.

 

Senator Sparks moved that SB 1534 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Sparks moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1718.

 

Senator Sparks moved that SB 1718 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 2 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 1756 .

 

Senator Sparks moved that SB 1756 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 2448.

 

Senator Sparks sent up a committee substitute.  The chair recognized Senator Sparks to explain the difference between the committee substitute and the senate bill as filed.

 

The chair temporarily withdrew 2448 and left the bill pending.

 

The chair laid out as a matter of pending business SB 2779.

 

Senator Sparks sent up a committee substitute.  Senator Sparks moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Sparks moved that SB 2779 do not pass but that CSSB 2779 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 1 nay, 0 present not voting, and 0 absent.

 

At 4:30 PM Senator Sparks assumed the chair.

Senator Johnson sent up a committee substitute.  Senator Johnson moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Johnson moved that SB 2004 do not pass but that CSSB 2004 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Schwertner moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Schwertner sent up a committee substitute.  Senator Schwertner moved the adoption of the committee substitute; without objection, it was so ordered.

At 4:32 PM Senator King resumed the chair.

Senator Sparks moved that SB 1754 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 1 nay, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 2448.

 

Senator Sparks sent up a committee substitute.  The chair recognized Senator Sparks to explain the difference between the committee substitute and the senate bill as filed.  Senator King moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Johnson moved that SB 2448 do not pass but that CSSB 2448 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

There being no further business, at 4:35 PM Senator Sparks moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
