The chair called the meeting to order at 9:02 AM. There being a quorum present, the following business was transacted:
Senator Huffman made opening remarks.
The chair laid out as a matter of pending business SB 1.
The chair laid out the workgroup recommendations for Articles I, IV and V.
The Legislative Budget Board laid out workgroup recommendations for Article I.
The Legislative Budget Board laid out workgroup recommendations for Article IV.
The Legislative Budget Board laid out workgroup recommendations for Article V.
Senator Schwertner was recognized on the workgroup recommendations for Articles I, IV and V.
Senator Schwertner moved to adopt workgroup recommendations for Articles I, IV and V, without objection, it was so ordered.
The chair recognized Senator Creighton on the workgroup recommendations for Article III Public Education.
The Legislative Budget Board laid out workgroup recommendations for Article III, Public Education.
Senator Creighton moved to adopt workgroup recommendations for Article III, Public Education, without objection, it was so ordered.
The chair recognized Senator Bettencourt on the workgroup recommendations for Article III Higher Education.
The Legislative Budget Board laid out workgroup recommendations for Article III, Higher Education.
Senator Zaffirini moved to sever the contingency rider for Senate Bill 1798, on page 52, without objection, it was so ordered.
Senator Schwertner moved to adopt the contingency rider for SB 1798. The motion carried with a record vote of 11 ayes, 4 nays, 0 present not voting, and 0 absent.
Senator Bettencourt moved to adopt workgroup recommendations for Article III, Higher Education, as amended, without objection, it was so ordered.
The chair recognized Senator Nichols on the workgroup recommendations for Articles VI, VII and VIII.
The Legislative Budget Board laid out workgroup recommendations for Article VI.
Senator Nichols moved to adopt workgroup recommendations for Article VI, without objection, it was so ordered.
At 10:52 AM Senator Huffman moved that the Committee stand recessed until after adjournment of the Senate. Without objection, it was so ordered.
At 2:48 PM the Committee reconvened.

Senator Huffman moved to put Texas Facilities Commission, Construction, Maintenance and Renovation for Texas Southern University Thurgood Marshall School of Law rider into Article XI.

The Campbell moved to adopt recommendations for Article X, without objection, it was so ordered.
The chair read the Legislative Budget Board directives. The was no objection to the directives.
Senator Creighton submitted a motion in writing asking to be shown voting aye on the rider for SB 1798.
Senator Alvarado submitted a motion in writing asking to be shown voting nay on the rider for SB 1798.
There being no further business, at 3:54 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
