Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Tuesday, April 22, 2025, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 10:04 AM. There being a quorum present, the following business was transacted:

 

At 10:05 AM Senator Nichols assumed the chair.

 

The chair laid out SB 23 and recognized the author, Senator Bettencourt, to explain the bill.

Witnesses testifying and registering on the bill are shown on the attached list.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Senator Nichols moved that SB 23 be left pending; without objection, it was so ordered.

 

The chair laid out SJR 85 and recognized the author, Senator Bettencourt, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Nichols moved that SJR 85 be left pending; without objection, it was so ordered.

At 10:30 AM Senator Middleton assumed the chair.

 

At 10:32 AM Senator Bettencourt resumed the chair.

 

The chair laid out as a matter of pending business SB 898.

Senator Cook moved that SB 898 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested

Calendar; without objection, it was so ordered.

 

At 10:38 AM Senator Middleton resumed the chair.

 

Senator West and Senator Gutierrez are both recognized as voting aye on SB 898.

 

The chair laid out as a matter of pending business SB 23.

Senator Nichols moved that SB 23 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SJR 85.

Senator West moved that SJR 85 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

At 10:39 AM Senator Bettencourt resumed the chair.

 

There being no further business, at 10:40 AM Senator Bettencourt moved that the Committee
