Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Water, Agriculture and Rural Affairs was held on Monday, February 10, 2025, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 3:32 PM. There being a quorum present, the following business was transacted:

The following members arrived after the roll was called:

Senator Lois Kolkhorst.

Senator Perry moved adoption of the committee rules. There being no objection, it was so ordered. 

The following individuals from the following agencies provided invited testimony. (see attached list):

• The Texas Water Development Board

• The Texas Commission on Environmental Quality

• The Texas State Soil and Water Conservation Board

• The Public Utility Commission of Texas

• The Texas Animal Health Commission

• The Texas Department of Agriculture

• The Texas Parks and Wildlife Department

There being no further business, at 6:06 PM Senator Hancock moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
